“Licence” is not specific enough to publish one universal route. The official Update #5 notes name a License for Paws quest and say an issue with that quest was fixed. The reviewed sources do not show its journal text, prerequisites, required items or reward. A walkthrough also describes keys and shop progression, but does not identify them as the same licence.
